Licensing opening

The Gambling Regulatory Authority Act No. 17 of 2025 came into force on 1 December 2025 and creates one regulator for casinos, betting and digital games of chance. Online licences need regulations that were still unpublished in mid 2026, so no online operator is licensed yet. Six land-based casinos operate in Colombo, and the National Lotteries Board and Development Lotteries Board run the state lotteries.
