Cuba

Prohibited, no market

Casinos and the national lottery were abolished after 1959. Article 281 of the 2022 Penal Code punishes anyone who acts as banker, collector or promoter of illegal games, including the informal bolita, with one to three years in prison or a fine, rising to three to eight years for groups or where minors are involved. There is no licensing and no regulator.
