Namibia

Unregulated

The Gaming and Entertainment Control Act 2018 came into force in December 2021 and created the Gambling Board, which licenses casinos, bookmakers and gaming houses. The minister decides which online games may be allowed, but no online licensing framework has been set up. Unlicensed online operators face fines and prison terms.
