Costa Rica

Unregulated

Costa Rica has no online licensing regime and no central regulator for games of chance. Law 8718 of 2009 gives the Junta de Protección Social the monopoly on lotteries and sports betting, but offshore operators registered locally as ordinary businesses serve players abroad and in Costa Rica.
