Benin

State monopoly

Law 2002-28 of 29 March 2004 regulates games of chance, lotteries and betting, and the Loterie Nationale du Bénin, a public company whose statutes were approved by Decree 2011-268, holds the monopoly. It sells lottery, sports betting and casino-style games, including online, where it now earns most of its revenue. Unlicensed slot machines and offshore betting sites compete with it, and no private online licensing regime was found.
