Betway and 888 have moved from Malta and Gibraltar to Ceuta, while Spanish gaming multinational Codere Online, Jokerbet, Luckia, and Casino Gran Madrid Online have established bases in Melilla.

Glitnor Group, which operates across multiple jurisdictions including Malta and Gibraltar, recently announced plans to open a Melilla office and has begun recruiting staff. Spanish operator El Dorado is also establishing operations in the enclave to launch its new online division.

Building Digital Infrastructure

“Melilla has consolidated itself as an increasingly relevant destination for online gaming companies,” stated Esther Azancot, head of Melilla’s economic activation department. “The city now accounts for 14 percent of all Spain’s operating licences — a highly significant volume that continues to grow.”

Both territories are investing in digital infrastructure, including improved fiber-optic capacity and new data centers. They’re also developing specialized training programs to build local technical expertise.

Importantly, these benefits aren’t available to shell companies. Operators must establish genuine local presence with at least 50% of staff based in the enclaves to access the reduced 10% GGR tax and corporate tax rebates.
