Most of the complaints relate to security issues or withholding of funds as well as the slow process of resolving such matters. Some merchants have also complained of Skrill not disclosing some fees and rates such as PCI Compliance Fee and ETF. But generally, Skrill is still one of the top online payment providers. It's bad rating seems to be associated with its fraud prevention policies.
